If you fail to meet the requirements of the CA court a warrant will issue and you will be taken back to CA- no matter where you are located.

The simple answer is Yes. The speed limit signs are posted and the officers can use radar to catch you speeding. There must be a speed survey.

You should meet with an attorney. Typically a certificate of rehabilitation and pardon can be applied for- however some sex crimes are not eligible.
