Yes, you should be able to get your CA ID. Go to court and request more time to pay your fine.

Get an attorney for El Monte. Provide proof of Medical situation. An attorney can get the warrant recalled and have matter set.
Is a law enforcement officer's (police, highway patrol, etc) badge number the same as their ID number?
