You should contact an attorney in Indiana to deal with this.
I got a ticket because my placard was not completely visible, I am disable and got issued a handicap placard

Most courts will be empathetic to your situation. Bring proof that the handicap placard was issued to you- and if you know- why it was not visible....

You should check your papers and call the clerk of the court you are supposed to attend. It does not sound like you were charged with anything,

Yes you can request traffic school. You can probably get an extension of the due date online to give you more time to deal with citation.
