You can request community service . It will still remain a misdemeanor . What was preventing you from getting your license?

I agree with my colleagues. A seat belt violation is not that major- but for a juvenile it probably would be a good idea to have an attorney.
Would a "failure to appear" for a traffic ticket result in criminal or civil contempt? Would it pop up in background check?

If you plead guilty the court will give you some time to remand yourself to jail. Fortunately the LA jails are over crowded - so you probably will...
