Ask your dad to contact an attorney. There is a good chance it will be dismissed.

Just cause I did 70 on a 25, does it give a police officer a right to go 70+ to chase me down?

The officer can chase you down - even at the speed indicated . Do t speed in the future and it will not become an issue .

It will show up as arrested or cited and then dismissed . There is no eraser to this record
