There is no set time for tickets to be purged from your record. They may never be. I would not expect it to be purged in 3 years.

Cell phone tickets, although they carry no points, can still be a source of a rate increase by your insurance company.

This is a misdemeanor PC 381 b. Doubtful if insurance will ever find out- but who knows? Get an attorney to deal with it.
Pulled over for expired out-of-state registration, was cited a misdemeanor for out-of-state DL. Can I get the charge lowered?

Get your license and an attorney to deal with this. It really depends on the judge. This ticket can be reduced or dismissed.

Clerical errors do not get tickets dismissed. Get an attorney to fight the ticket or take traffic school.

They must have believed that they had probable cause to tow the car and do an inventory search. Get an attorney to review this.
