The contract controls. If it does not authorize payment you are not obligated to pay directly to manager.

You need an attorney. Some counties do report results online- otherwise you just have to wait until you get discovery from DMV . Get an attorney....

You violated probation- jail is a possibility. Get your case on calendar and deal with judge.
