The simple answer is that they are facing 2 theft charges. Get an attorney! This is serious .

Mr.Marshal is correct. Get an attorney. This is still a tough case as who knows what officer is really going to say as to why he stopped you.
Can I have the bail bondsman recall the bond if I find out the person I cosigned for is not going to go to there court date?

Report it to the police. They will file a report with DA who ultimately will decide whether to file charges. A civil can also be brought.
Has the DMV ever been sued and held accountable for there actions.

No- get a printout from DMV of registration for your vehicle. Speak to DMV Supervisor about this. Call Mandatory Actions Unit for DMV- (916) 657-6525.
