You can always ask- but in the end you might pay more. How many times will you go to court? What will be the waiting time? Driving time?

The basic question is "why was it revoked"? Were there requirements set by the court or DMV to get it back. Get an attorney to review your matter.

You are not eligible for a 1650 waiver unless you do not plan to drive in CA. Some states will not grant you one because of a refusal.

Restitution to a victim is typically never discharged . Court fee restitution may be modified by some courts.
