My green card expires July 25, 2012. If I mail it on July 25 and it is postmarked ,will it be considered late filing?

I assume your filing is for a 751. It is supposed to be filed by the expiration date, not received and so if you can, fed ex it instead.

If you have an equivalency that says your degree is equal to what you are sipped to ave then yes. Then it's he same isn't good enough

Sorry. You cannot. But if you had a green card you lost it by being out of the us for a year. So at this point you have no status in the us.
