USCIS has yet to make a formal announcement this time around, but the employer should be prepared to file the I-129H with the proof filing of the LCA.

USCIS may not approve a change of status to F-1 if there is not ample time for the application to be approved before the next term starts. In H-4...

Administrative processing could mean that background clearances are incomplete, fraud is suspected or any number of other reasons for processing...
