Citizenship must be transmitted through the successive generations. If your father did not acquire citizenship then most likely you did not either.

Yes, but depending on the reason the I-140 was denied, your employer may be able to refile and you could still obtain a one-year extension.

If the three years has already passed since you departed, then the unlawful presence bar no longer applies to you. Good luck with your visa.
