You cannot stay in the US for one year or work as a Canadian Citizen/Tourist. You would need to some sort of working or business visa.

In certain circumstances a 10-year bar may be waived for an immigrant who has a spouse or parent who is a US Citizen or Lawful Permanent Resident.

Usually the Opt-out is exercised at the time the F-2B priority date is current. COnsult with an immigration attorney.
