If my E2 visa expires when I turn 21 on July 17, can I apply for a COS to F1 for Fall if the start date on the I20 is August 24?

You must be maintaining valid nonimmigrant status in order to change to another category.

If you are out of status you are always at risk of removal proceedings.

If you qualify for DACA you may apply irrespective of your wife's status.
I work for a Not for profit Organization. Can my employer apply for Green card?

You need a willing sponsor to apply for your green card, with limited exceptions.
