You may be able to file an I-140, but most likely will have a problem seeking adjustment of status.

It should be valid for the duration of the L-2 I-94, which may or may not coincide with the validity period of the visa.

No, your mother is authorized to remain in the US pending the adjudication of the adjustment of status application, even after her I-94 has expired.

An I-130 immigrant petition will not affect your eligibility for an H-1B visa.
