Travel to the country of claimed persecution is never recommended, even for a derivative.

NVC gave a weird alphanumeric "receipt number" (ABC12345D67). Is this the same as receipt # given by USCIS? what is this for?

NVC numbers are for the visa application registration. The three letters refer to the Embassy or Consulate where the visa should be processed.

TPS has been granted to Nepal. I want to take advantage of it. But the thing is I am currently in F1 (OPT) Status.

You do not have to be "illegal" to apply for TPS. If your F-1 status lapses, however, you may not be able to extend it later.

The Embassy would probably not entertain the new visa application so many months before her visa expires.

No. That card means that you have an application for cancellation of removal pending, i.e. you are in removal proceedings.
