A settlement conference is an attempt to agree on x amount of dollars to close the case prior to the trial.

I was in an accident with no insurance and fault is 50/50. Other driver on scene said it wasn't a big deal just cosmetic stuff.

if you are involved in an auto accident, you are obligated to report it to your insurance carrier.

If fault is not an issue and there is insurance on the other side, I would keep looking for an attorney.

Lawyers take cases with 15/30 policy all the time. Maybe there is an issue as to liability?

Just fill out a notice of dismissal of attorney and file it with the court. You can find the notice of dismissal online.
