You have to check federal law, state law does not apply in the federal workplace.

Did you take picture as it was when you left, what do they show? You could go back and clean the items she claims are dirty, it is up to you.

go to california superior court forms and look under subpoenas for the correct form you need the subpoena duces tecum.

The carpet can be replaced in a day! Tile takes longer, see if you can compromise and do the carpet.

It could be the responsability of both. Talk to the HA as well. Talk to your neighbors are they having termite problems also?
