Illinois as that is where the child lives, unless the mother agrees to one, and then how do you confirm that she used her and the baby's saliva?

Yes she can claim for 2013, but what will she get if she had no income? If the father was sole support, then by IRS rules he will trump her.

That does not surprise me, but your chances for a successful lawsuit are slim and none. You need an attorney before.
