If a sale was conducted and then rescinded by one beneficiary, can new beneficiary conduct sale without issuing a new NOD/ CA?

An NOD, unlike an NOT, does not expire after a certain period of time. As such, there is no reason to issue a new one. An NOD must be rescinded...

No, the sooner you file the better. Keep in mind that bankruptcy does not stop all types of evictions.

It's too late to obtain a default. A late filed answer is perfectly valid. You need a real estate attorney who specializes in fraud and title claims.
