Not yet. It takes up to 4 or 5 weeks to get I-751 receipts these days. The checks are not deposited until the receipt is issued.
A conditional GC, up to its expiration date, allows the same things as a regular GC. That applies to entry into the US.
This is pretty standard. Unfortunately, you will have to wait for years before becoming eligible for a GC.
