You can't as Arkansas law will apply. Moving to CA does not change the level of the charge.

I don't think so. I have never heard someone receiving a citation by mail based speed enforced by an aircraft.

He has no legal authority to press charges himself. The DA has the final authority. SOL is 1 year on a misdemeanor charge.
