yes, you need to serve the person you want to sue. if you want to sue a entity--then you sue that entity's agent for service of process

You can take each defendant's default individually and then turn that into a judgment.

You need a court case with them as a party. A Court can't issue an order against someone it does not have jurisdiction over (generally)
