there is a reason that collection agencies and attorneys charge an arm and a leg to collect on judgments... it's a resource consuming task.

You need to have your settlement reduced to a judgment in texas. Then you can enter a sister-state judgment in California and pursue the money here

You can certainly evict them on the basis--but then you would be in unlawful detainer court and would not be able to assert other causes of action...
