The Ninth Circuit Court of Appeals held that the family could be eligible for withholding of deportation because the record established that there is a “pattern or practice of persecution” of Christians in Indonesia and the applicant could rely on the pattern and practice to make a showing that he had a risk of future persecution if deported to Indonesia.
