You should call a CA atty. If you don't have money to pay the loan you probably don tot pay the atty. Try the free legal clinics.

Get a lawyer. You have a right to ask who is the trustee. The conservator has a duty to account which includes to report actions to the court.

You need a local guardianship lawyer. If a power of attorney is available, he will know. This may come out of your cousins money.

Likely the IRA will pass according to the beneficiary designation. Most Brokerages and Banks offer the same for money or securities on account.
