When applying for the U Visa, are both the I-918 and I-192 decided simultaneously?

Yes, and yes. If you are inadmissible the I-192 must be approved first but that can how about the same time in Vermont.

I e filed my I 539 COS application without putting my name in the signature section but i put in my signature and date.

You could get a kickback or rfe. You send a corrected page to USCIS.

My USC bf has filed a divorce from a previous marriage. How soon after divorce can we get married? Is that an issue with USCIS?

You can marry the day of the divorce but I would have your b/f consult with a lawyer first to discuss options.
