More information is needed. the judgement names whom? The LLC members are whom? You need a lawyer.

Yes your husband will be at risk since she is an employee he is suppose to pay a portion of her social security tax.

State and local statutes usually control late fees. better consult with a local lawyer although 5/ day sounds reasonable.
