Bobby Yu is an award-winning Tucson-area government attorney and public-law supervisor representing Arizona local governments since 2014. He is a Supervising Deputy County Attorney in the Civil Division of the Pima County Attorney’s Office.
Yu began his legal career with the Arizona Superior Court then joined the Tucson City Attorney’s Office. In January 2017, at age 28, he was appointed City Attorney and Prosecutor for South Tucson after the city consolidated its civil and prosecutorial functions. From 2019 to 2021, he also served as Town Attorney and Prosecutor for Patagonia.
As municipal counsel, Yu advised officials, administrators, police, and departments on governance, employment, public safety, contracts, prosecutions, and other municipal matters. In South Tucson, he maintained legal and institutional continuity through turnover in the Mayor, City Council, City Manager, and Police Chief positions, fiscal strain, litigation exposure, recall politics, and COVID-19. From 2017 to 2021, no matter under his supervision resulted in a lawsuit against the City. In Patagonia, he helped modernize legal and administrative practices and supported the Town’s 2021 transition from its Marshal’s Office to law-enforcement services through the Santa Cruz County Sheriff’s Office.
Yu joined the Pima County Attorney’s Office Civil Division in 2021. He became supervisor of the Business & Transactions Unit in 2022, rebuilt the unit after turnover, and became supervisor of the combined Business & Transactions/Land Use Unit in 2024.
He supervises a cross-trained unit serving most County departments, coordinates litigation and outside counsel, and maintains institutional continuity across transactions, procurement, land use, infrastructure, economic development, governance, and litigation.
Yu has represented public entities in litigation, supervised outside counsel, prosecuted hundreds of criminal cases, advised more than 100 public meetings, taught statewide on public-records issues, and helped public institutions manage legal risk.
He received the 2019 MADD Prosecutor of the Year Award and a Certificate of Special Congressional Recognition. In 2026, he was named a NAPA and LocalGov250 Public Service Champions Honoree.
Yu earned his J.D. from the University of Arizona James E. Rogers College of Law, served on the editorial board of the Arizona Journal of Environmental Law & Policy, and published scholarship in the Seton Hall Circuit Review, Arizona Law Review, and Arizona Journal of Environmental Law & Policy. He is Treasurer of the Pima County Bar Foundation.
