Bobby Huo Yu

Bobby Yu is a government attorney and supervisory leader serving Arizona local governments and public agencies. Since 2014, he has served in judicial, municipal, and county-government legal roles, advising elected officials, public safety agencies, and government departments on governance, operations, litigation, and public-sector legal matters.

Yu began his legal career with the Arizona Superior Court before joining the Tucson City Attorney’s Office. In January 2017, he was appointed City Attorney and Prosecutor for South Tucson. In 2019, he was additionally appointed Town Attorney and Prosecutor for Patagonia while continuing to serve South Tucson. In these roles, he advised elected officials on municipal governance, employment, public safety, elections, taxation, and related legal issues, including guidance during the COVID-19 pandemic.

In 2021, Yu joined the Pima County Attorney’s Office, Civil Division, as a Deputy County Attorney and later advanced to Attorney Supervisor. He currently supervises the Business Transactions and Land Use Unit, which represents the Board of Supervisors, County Administration, County departments, and special taxing districts.

Throughout his career, Yu has represented public entities in litigation, supervised outside counsel, prosecuted hundreds of criminal cases, and advised more than 100 public meetings. He received the 2019 MADD Prosecutor of the Year Award, a Certificate of Special Congressional Recognition, and was named a 2026 NAPA and LocalGov250 Public Service Champions Honoree.

Yu earned his J.D. from the University of Arizona James E. Rogers College of Law, where he served on the editorial board of the Arizona Journal of Environmental Law & Policy. His scholarship has been published in the Seton Hall Circuit Review, Arizona Law Review, and Arizona Journal of Environmental Law & Policy. He serves as Treasurer of the Pima County Bar Foundation.
