Bobby Yu is an award-winning Tucson-area government attorney and public-law supervisor representing Arizona local governments since 2014. He is a Supervising Deputy County Attorney in the Civil Division of the Pima County Attorney’s Office.
Yu began his legal career with the Arizona Superior Court before joining the Tucson City Attorney’s Office. In January 2017, at age 28, he was appointed City Attorney and Prosecutor for South Tucson after the city consolidated its civil and prosecutorial functions. From 2019 to 2021, he also served as Town Attorney and Prosecutor for Patagonia.
As municipal counsel, Yu advised officials, administrators, law enforcement, and public departments on governance, employment, public safety, elections, taxation, contracts, prosecutions, and local-government matters. He helped maintain continuity through leadership transitions, financial strain, controversies, and COVID-19. During his 2017–2021 tenure, South Tucson was not sued over any matter under his supervision.
In 2021, Yu joined the Pima County Attorney’s Office Civil Division. In 2022, he became Supervising Deputy County Attorney for the Business Transactions and Land Use Unit, which represents the Board of Supervisors, County Administration, departments, and special districts in business transactions, procurement, land use, environmental law, infrastructure, economic development, litigation, and governance.
Yu supervises attorneys, balances workloads, coordinates litigation and outside counsel, and advises County leadership and departments on complex legal, contractual, and operational matters. His practice includes prosecution, governance, litigation, contracts, procurement, land use, environmental law, development, infrastructure, public safety, elections, taxation, public records, and open meeting law.
Yu has represented public entities in litigation, supervised outside counsel, prosecuted hundreds of criminal cases, advised more than 100 public meetings, and helped public institutions manage legal risk.
Yu received the 2019 MADD Prosecutor of the Year Award and a Certificate of Special Congressional Recognition. In 2026, he was named a NAPA and LocalGov250 Public Service Champions Honoree.
Yu earned his J.D. from the University of Arizona James E. Rogers College of Law, where he served on the editorial board of the Arizona Journal of Environmental Law & Policy. His scholarship has appeared in the Seton Hall Circuit Review, Arizona Law Review, and Arizona Journal of Environmental Law & Policy. He serves as Treasurer of the Pima County Bar Foundation.
