Bobby Yu is a government attorney and supervisory leader with extensive experience advising Arizona local governments and public agencies on governance, operations, litigation, procurement, land use, and public-sector legal matters. Since 2017, Yu has served as a trusted legal advisor to elected officials, executive leadership, public safety agencies, and government departments, using a practical problem-solving approach to help institutions achieve operational goals while managing legal and organizational risk.
Yu currently supervises the Business Transactions and Land Use Unit in the Pima County Attorney’s Office, Civil Division. The unit represents the Board of Supervisors, County Administration, twenty-three County departments, and two County-associated special taxing districts. Yu oversees attorney supervision, operational continuity, transactional review, litigation coordination, and institutional risk management involving contracts, procurement, land use, environmental regulation, public records, public meetings, and governance matters.
Previously, Yu served as City Attorney and Prosecutor for the City of South Tucson and Town Attorney and Prosecutor for the Town of Patagonia. In those roles, he advised elected officials and administrators on constitutional, statutory, employment, public safety, elections, taxation, risk management, and municipal governance issues, including operational guidance during the COVID-19 pandemic.
Yu has represented public entities in litigation, supervised outside legal counsel, prosecuted several hundred criminal matters annually, trained law enforcement officers, and served as parliamentarian and legal advisor at more than 100 public meetings. In 2019, he received the Mothers Against Drunk Driving (MADD) Prosecutor of the Year Award and a Certificate of Special Congressional Recognition in Honor of Dedicated Service to the City of South Tucson. In 2026, he was recognized as a National Academy of Public Administration (NAPA) and LocalGov250 Public Service Champions Honoree.
Yu received his J.D. from the University of Arizona James E. Rogers College of Law, where he served on the Editorial Board of the Arizona Journal of Environmental Law & Policy. His legal scholarship has been published in the Seton Hall Circuit Review, Arizona Law Review, and Arizona Journal of Environmental Law & Policy. He currently serves as Treasurer of the Pima County Bar Foundation and is admitted to practice law in Arizona and Washington, the United States District Court for the District of Arizona, and the Ninth Circuit Court of Appeals.
