It is possible. Cell providers will usually comply with law enforcement requests and a search warrant generally isn't required.

For a misdemeanor, one year from date of violation to file the charge.

You can check the supreme courts website to see if your name is listed for a pending felony case. I'm not sure if they always show non-arrested...
