Medicaid Denial - Transfer to Disabled Child. In this case a transfer was made to a disabled child as permitted by Medicaid law. On filing the application, we requested a three month retroactive pick ... up date as permitted by law. The county denied coverage until the month following the transfer to the disabled child. Upon appeal and fair hearing, the administrative law judge held in our favor granting Medicaid coverage commencing three months prior to filing of the application.
