Anne K. Kugler was born and raised in Casper, Wyoming. She went to the University of Wyoming for both her undergraduate and postgraduate degrees. During law school, Anne was published in University of Wyoming College of Law Wyoming Law Review in 2011. Anne also served on the editorial board for the Wyoming Law Review in 2012. Anne participated in several advocacy competitions. Her team qualified for the national PACE Environmental Moot Court Competition in White Plains, New York in both 2012 and 2013.
