The Court of Appeals, Bellacosa, J., held that statutory and common-law recoupment powers of the Suffolk County Comptroller do not extend to unilateral design and execution of wage withholding regime. ... The ruling changed NY law for county and municipal workers throughout the State, in their favor, enunciating due process rights extended to workers, and reigning-in broad powers previously exercised by governmental comptrollers throughout the State of New York.
