There is no time limit for USCIS to schedule an interview - it will be done once the background checks are complete.
Does the interpreter on the N400 application have to be the one accompanying the applicant in the interview?

No, and neither of you can be the interpreter at the interview. It has to be a non-family person (friend, colleague, or professional).
