Regarding H1-B to H4 COS: I-539 Status Change Effective Date ( Part 2 a in the form) . Is it applicable for H1b to H4 COS ?

I agree with my colleagues. USCIS will decide on the date, make sure to check and not assume if the application is approved.

If she is in valid H4 status and has a visa to return she can travel while I765 is pending. The biometrics are generally scheduled 2 to 4 weeks...
