A US employer can start the green card process for you at any time, including if you are in H1B status at that time.

The H1B requires a bachelor's degree as a minimum, an associate degree is not eligible. The employer's US immigration attorney can explain...

PERMs cannot be changed after filing and they represent your work experience prior to filing/working with that employer.
