You voluntarily abandoned your green card. You will have to apply for a new green card through eligible routes (for example, through your spouse).

It changes automatically once he is a citizen. It doesn't affect your timing.

The new I131 is not filed with the current re-entry permit, it can be used until expired. Your I751 can be filed while overseas. Contact a US...
