General processing time is 3 to 8 months. There is no regulatory time limit for USCIS to schedule your interview while waiting for background...

US citizens 21 and up can file for their biological parents. Do not use the term "anchor baby", it is derogatory. Contact a US immigration...

Her last name is not an issue - file the USCIS forms when ready and the file will be updated at the USCIS interview.
