The process starts when he files Form I-130 for his son. I recommend that your cousin hire an immigration lawyer to help him.

You can. Best thing would be to bring all of the paperwork from the solicitation case to an immigration lawyer in your area to get a good opinion.

Whether it's two or three, that's fine. It's easier to do it on one, obviously, but it is OK to include more than one.
