You can do either consulate. The U.S. Consulate in China will require proof that she is legally living in China. Or, you can travel to Cambodia...

If your H-4 has expired, then you should leave the F-1 pending. If the H-4 is still valid, then you can either withdraw the F-1 or leave it...

Yes, you can apply for the H-1B while the L-1B is pending. You will need to withdraw the L-1B once the H-1B is approved.
