I've practiced law for 55 years, presently admitted to practice in New Mexico (license inactive) and Texas (license active). I was born in Las Cruces, New Mexico, have been married to my wife, Nancy, for 54 years, have four adult children and eight grandchildren. I presently reside in the Austin, Texas metropolitan area.
I graduated from New Mexico State University with honors, Las Cruces, New Mexico, in June of 1961, where I received a Bachelor of Science degree (in mathematics). I graduated from Georgetown University Law Center, Washington, D. C., in June of 1964 with a Juris Doctorate (J. D.) degree.
I'm admitted to practice in the following jurisdictions: all state courts in New Mexico as of August, 1964; all state courts in Texas, as of December, 2000; United States Supreme Court, as of December, 1971; United States Court of Appeals (10th Circuit), as of January, 1965; United States District Court, District of New Mexico, as of October, 1964.
In the summer of 2014, I participated in a week-long judicial program during a 10-day stay in West Africa. Our team included a U. S. federal judge and two Canadian colleagues. Sponsored by the State Department, the program involved 38 judges, including 12 women, from the countries of Ghana, Liberia, and Nigeria. My main focus in the presentations was judicial independence, the concept that judges should be kept separate from other branches of government and shouldn't be subject to influence from private or special interest groups.
I've been assigned as judge pro tem and special master in various New Mexico state court proceedings.
During my tenure as an appellate judge sitting on the New Mexico Court of Appeals, I served as Chief Judge from December 1994 to January 1997.
Before my tenure in the judiciary, from 1964 to 1986, I practiced law as a solo practitioner. From 1964 to 1966, for a period of two years, I served on active duty with the U. S. Army; branch of service: United States Army Security Agency; security clearance: top-secret crypto; honorably discharged with rank of Captain; served on ready reserve status from June 1961 to October 1964. While on active duty, I was stationed at the USASA Headquarters, Southern Command, Ft. Clayton, Canal Zone as a Signal Security Officer; my duties included inspection of crypto-facilities throughout the Canal Zone, Puerto Rico, and the U. S. Embassy in La Paz, Bolivia.
