Carl was born in 1933, grew up in San Benito, Texas, and graduated salutatorian from San Benito High School in 1951. He joined the United States Navy in 1951. He received a naval scholarship to the University of Texas (Naval ROTC program) where he received a Bachelor’s degree in 1955 and a commission in the United States Navy. While in the Navy, he served on several ships from 1951 to 1958, and was operations officer on a Destroyer Escort, the USS Marsh, from 1955-1958. After being honorably discharged from the Navy, he entered law school at the University of Texas, graduating in 1960 with a Doctor of Jurisprudence degree.
He joined the law firm of Ewers & Toothaker in McAllen in 1960 where he was a partner until 1991 when he joined the Atlas & Hall law firm. Carl is an experienced litigation attorney whose areas of practice include business, real estate, construction, and toxic tort litigation. He has tried numerous Trespass to Try Title and Adverse Possession cases, litigation in which very few lawyers in the State have any experience.
He is admitted to practice before the United States Supreme Court, the Texas Supreme Court, the United States Court of Appeals for the Fifth Circuit, the United States District Court for the Southern, Northern and Western Districts of Texas, and the United States Court of Federal Claims.
Carl is a member of the Texas Supreme Court Advisory Committee (1995 – Present); Chair, Court Rules Committee, State Bar of Texas (1995 – 2005); Member, Texas Association of Defense Counsel since 1962; and Member, Defense Research Institute since 1970.
