Holdings: The Court of Appeals, Edith Brown Clement, Circuit Judge, held that: 1 collateral estoppel barred USCIS' finding that alien had supported a terrorist organization, and 2 expansion of definition of providing aid to terrorist organizations in statute governing inadmissible aliens did not alter preclusive effect of immigration judge's determination. Reversed and remanded.
