This sounds like a scam, or improper collections. You can not be arrested for debt in Texas. They cannot harass you at work. Contact your own...

The HOA needs to hire legal counsel to advise them how to correct the issue. The by-laws should contain a provision for doing so.

The only way not owe NY taxes is for your company to establish a Texas office and pay you as an employee of the TX location.
