MALDEF Fall 1979 The first police brutality suit ever to win substantial money damages in the city of Houston, Texas was tried and won by Mexican American Legal Defense and Education Fund (MALDEF) ... legal extern Ruben Rendon and by co-council David Loppez. This is only the second time in Houston's history that a lawsuit protesting police violence has managed to score a victory.
