yes, you can. you can apply for a waiver and remove the condition on your own. be sure to work with an immigration attorney.

you are required within 30 days to obtain a CA drivers license. Also, you got a citation so that should answer your question.

he is barred for 10 years but you can apply for him and he can apply for a waiver and must show extreme hardship to you if he is not allowed back...

you need to apply for him and he will need a waiver. the dangerous conditions in Mexico are not a factor. he has to show extreme hardship to you...
