you are responsible for your taxes. If the withholding is not sufficient you can make estimated payments whenever you like quite easily at IRS.gov.

I believe you will be in the lowest bracket which is 10%.
Your IRA withdrawal is taxable, not enough income to cause your SS to be taxable.. So...

If dad is required to file then he should prep[are and file his return ASAP. If dad is not required to file he may have to prove his income to Fafsa.
