Yes you need a lawyer. Costs are impossible to estimate without a longer conversation and will be affected by how hard the other side opposes.

Hire a different attorney. There are solutions, but stopping child support is probably not going to be a good one.

Start by hiring a lawyer to file a habeas and calling the police. Action against the school, if appropriate, can wait. Call the dad's parole officer.

Hayes you can divorce here if you've lived in Texas 6 months and in the particular county 90 days.
